Cheap groupage transport to Cuba

As previously described, the project involves sending basic necessities to relatives or friends in Cuba. The problem lies in the quantities and the shipping costs.
While anyone can send a package from Europe to Cuba, international shipments via courier, DHL, Hermes, or other carriers are limited to 10 kg.
Although Correos de Cuba now delivers packages up to 50 kg to Cuba, air or sea freight would be prohibitively expensive.
Shipping costs, for example from Germany to Cuba, range from €6.90 to €9.80 per kilogram.
At an average rate of €8.35 per kilogram, the shipping costs for 100 kg would amount to €835, which is completely unreasonable.

In cooperation with carriers and logistics partners in Germany and Cuba, we have been able to reduce transport costs by more than 70%. This is only possible, however, through perfect logistics and scheduling, as well as standardized package sizes and weights to ensure optimal container utilization. Senders have the option of delivering shipments directly to the shipping location or dropping them off at a parcel shop (Hermes/DHL/GLS, etc.).
We organize the picking, loading, and shipping of the containers to Cuba. Upon arrival in Cuba, the shipments are distributed across several lines and delivered to individual recipients or distributed to collection points in Cuban cities, where they can be picked up by the recipients. We intend to organize local deliveries in cooperation with local private or state-owned transport companies.

Shipments must consist exclusively of goods for personal or family use, food, medicine, and clothing for persons living in the household, and are exempt from payment by the Cuban people. Commercial goods for resale/trade will not be accepted. 

All shipments must be arranged and approved in advance by the Cuban government. These discussions have, of course, already taken place.
Private senders are permitted to send five standard-sized packages with a total weight of 100 kg. The recipient must be a registered resident at the delivery address and of legal age.
