Cheap groupage transport to Cuba

As already described, the project involves shipping goods for basic needs to relatives or family friends in Cuba. The problem is the quantity and the transport costs.
Of course, anyone can send a parcel from Europe to Cuba, but international shipments via courier, DHL, or Hermes are limited to 10 kg.
While Correos de Cuba now delivers parcels weighing up to 50 kg to Cuba, transporting them to Cuba by air or sea (general cargo) would be prohibitively expensive.
Transport costs, for example, from Germany to Cuba, range between €6.90 and €9.80 per kilogram.
At an average value of €8.35 per kilogram, the transport costs for 100 kg would amount to €835, which would be completely unreasonable.

In collaboration with carriers and logistics partners in Germany and Cuba, we have been able to reduce transport costs by more than 70%. However, this is only possible through perfect logistics and scheduling, as well as standardized package sizes and weights to ensure optimal container utilization. Senders have the option of delivering the shipments directly to the shipping location or dropping them off at a parcel shop (Hermes/DHL/GLS, or similar).
We organize the picking and loading, as well as the shipping of the containers to Cuba. Once in Cuba, the shipments are distributed across multiple lines and delivered to individual recipients or distributed to collection points in Cuban cities where they can be picked up by the recipients. We intend to organize local delivery in cooperation with local private or state-owned transport companies.

Shipments must consist exclusively of goods for personal or family use, food, medicine, or clothing for household members, and are exempt from payment by the Cuban people. Commercial goods for resale or trade will not be accepted. 

All shipments must be discussed and approved in advance by the Cuban government. These discussions have already taken place.
Private shippers are permitted to send five packages (standardized size) with a total weight of 100 kg. The recipient of the shipment must be registered at the recipient's address and be of legal age.
